FULL DEVOLUTION

  • EO No. 138, s. 2021 was issued to support the efficient implementation of the Supreme Court Ruling on the Mandanas-Garcia case and strengthen the autonomy and empowerment of local government units (LGUs). It directs the full devolution of certain functions of the Executive Branch to the LGUs.
  • With the Mandanas-Garcia ruling, LGUs will have increased fiscal resources to provide improved services and foster, participatory, accountable, responsive, and transparent local governance.

 

DILG 10 DTP ACTIVITIES

    1. Submission of LGU Devolution Transition Plans
      • It lays out mechanisms by which national government agencies and LGUs shall prepare their Devolution Transition Plans, that will serve as a guide in identifying the functions and services to be devolved from NGAs to LGUs.
      • 100% compliance for Region 10 Provinces, Cities, Municipalities, and Barangay*
    2. DTP Analytics
      • The Department designed the DTP Analytical Framework (DTP Analytics) which shall serve as guide to further analyze the submitted LGU DTPs and its implications on the devolution effort.

    3. DTP Technical Working Group creation
      • DILG Region X initiated the creation of a technical working group among focal person of every agencies concern for the seamless conduct of the NGA-LGU Forum as well as further create programs to engender better assistance to LGUs as they transition to full devolution.
    4. NGA-LGU Dialogue
      • The DILG along with the support from other oversight agencies (DBM, CSC, NEDA, BLGF) are convening a series of consultations to facilitate the harmonization of the DTPs (Devolution Transition Plans) of the LGUs and NGAs (DA, DTI, DOT, POPCOM, NIA, DOH). These consultations will happen at the national and regional levels. The Regional Session supports the harmonization of the NGAs’ and LGUs’ DTPs
      • All 98 LGUs present and accounted for Provinces, Cities, and Municipalities
    5. Harmonization Roadmap Template

The Harmonization Roadmap Template (HRT) was then introduced as a tool intended to identify service delivery gaps, if any, for FY 2023 for further action of concerned NGAs.
