The Community-Based Monitoring System (CBMS) is a tool designed to provide local government units (LGUs) with updated, disaggregated, and community-specific data to support evidence-based planning and decision-making. As a governance tool, CBMS enables LGUs to gain a clearer understanding of the socioeconomic conditions of their constituents, identify priority needs, monitor development outcomes, and formulate responsive policies, programs, and projects.

 

The true value of CBMS lies not only in data collection but in the meaningful utilization of its results. By providing household-level information, CBMS allows local governments to identify development gaps, determine vulnerable sectors, and prioritize interventions based on actual community needs. This ensures that resources are allocated efficiently and that development initiatives reach those who need them most.

 

 

To maximize the use of CBMS data, the Community-Based Monitoring System (CBMS) Module 3-B was developed as a training program designed to assist LGUs in integrating CBMS-generated data into their Comprehensive Development Plans (CDPs). The module focuses on the practical application of CBMS results in local development planning and budgeting, ensuring that development strategies are grounded on accurate and reliable data.
