The Department of the Interior and Local Government (DILG) leads disaster preparedness efforts in the Philippines and plays a key role in Disaster Risk Reduction and Management by ensuring that local government units are prepared, capable, and responsive in times of disaster.
DILG’s disaster preparedness programs, including Operation Listo and Listo si KAP, aim to institutionalize proactive disaster management across all levels of local governance. By equipping LGUs and barangays with tools, protocols, and training, the Department ensures that communities are resilient, responsive, and capable of minimizing the impact of disasters while integrating climate adaptation and sustainable development into local planning.
Operation Listo
Operation Listo is a key DILG program that provides LGUs with a structured framework for disaster readiness. It focuses on:
– Pre-disaster planning: Risk assessment, early warning dissemination, and preemptive evacuation.
– Capacity building: Training LGU officials in disaster risk reduction and climate change adaptation.
– Resource management: Ensuring availability and efficient use of emergency equipment and supplies.
Listo si KAP
Listo si KAP (Komunidad at Punong Barangays) is a barangay-level disaster preparedness framework that complements Operation Listo. It provides:
– Protocols for pre-disaster, response, and post-disaster phases.
– Barangay DRRM Committees (BDRRMCs) responsible for drills, emergency equipment audits, and infrastructure checks.
– Post-disaster recovery guidance, including damage assessment and rehabilitation planning.”
