  1. RATIONALIZATION OF FEES AND CHARGES
          • Ensures uniform procedure in setting reasonable fees and charges as provided for by the provisions of Republic Act 7160 or the Local Government Code of 1991. Sets balance between recovering the costs of services and the ease of doing business. Local Fees and Charges (LFC) Toolkit, for LGUs to analyze the use cost-recovery of regulatory activities and user services.
  1. INTEGRATION OF BARANGAY CLEARANCE IN LGU PERMITTING PROCESS
          • Enjoins Local Government Units (LGUs) to integrate Barangay Clearance in cities and municipalities’ permitting processes to do business. Barangay fees collected shall be remitted on the 7th working day of the ensuing month to the concerned barangay.
  1. REGULATORY REFORM FOR LGUs
          • Regulatory Reforms for LGUs (RR4LGUs) focuses on the review, inventory, and assessment of business and non-business related issuances/policies/ordinances/resolutions that are unnecessary, obsolete, redundant outdated, and recommended for repeal or consolidated amended or retained.

 

          • RR4LGUs System was developed to provide access and serve as a repository database of policies, issuances, or regulations that still exist from the oldest to the current. The portal aims to fast-track the stock-taking and review of policies as well as for easy retrieval of information
  1. DIGITALIZATION OF REGULATORY SERVICES (iBPLS, E-BOSS)
          • Integrated Business Permits and Licensing System (iBPLS) is a cloud-based system that integrates Electronic Business Permits and Licensing System (eBPLS), Electronic Building Permits and Certificates of Occupancy (eBPCO), and integration of Barangay Clearance into one (1) system.
          • Electronic Business One-stop Shop (E-BOSS) is an electronic version of business registration processes and issuances of licenses, clearances, permits, and certifications.
  1. REENGINEERING OF LGU SYSTEMS AND PROCEDURES
          • The Department, in collaboration with the Anti-Red Tape Authority (ARTA), issued the Joint Memorandum Circular No. 2021-01, “Guidelines on Streamlining of LGU Systems and Procedures on Business and Nonbusiness-related services for cities and Municipalities”. Set standards in processing business and nonbusiness-related transactions of cities and municipalities as well as to provide guidelines in the streamlining of the relevant process, consistent and in compliance with existing laws.
  1. STRENGTHENING INITIATIVES FOR BALANCED GROWTH AND OPPORTUNITIES (SIBOL)
          • With the urgent need to create and restore employment to recover the economy from the pandemic and attain inclusive and sustainable peace, the DILG proposes to implement the Strengthening Initiatives for Balanced Growth and Opportunities (SIBOL) program in partnership with the Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment, and Department of Trade and Industry. This is to ensure that the national and local workforce development programs are harmonized and implemented in vulnerable communities and conflict-affected areas.
  1. Formulation of Local Investment and Incentives Code
          • The LIIC serves as a guide to draw local and foreign investments especially in priority areas and industries. It serves as a tool to define the development thrust of the LGU consistent with its Land Use Plan and zoning regulations, develop new areas for industrial and business development, and urban renewal or revitalization.
