      • The May 2022 Philippine General Elections introduced a new set of local officials, whom are expected to adapt, foresee, and respond to changes in alignment with the national government’s thrust.

 

      • The Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA), has organized the Program for Newly Elected Officials (NEOs), which provides harmonized and holistic capacity development interventions to assist newly-elected Local Chief Executives (LCEs) in effectively transitioning from campaigning to governing their respective LGUs.

 

THE FIVE (5) COMPONENTS:

 

  1. COMPONENT 1: ENSURING SMOOTH TRANSITION
    • Aims to assist incoming local officials to ensure smooth transitions in their LGUS.
    • PART 1: TURNOVER OF LEADERSHIP
      1. Orientation on the Local Governance Transition: Transition Teams, Turnover Ceremony
    • PART 2: CIVIC PREPARATION
      1. Public Service Ethics: (i.e. orientation for LGA and DILG, candidates for elective post)

 

  1. COMPONENT 2: JUMPSTARTING LOCAL GOVERNANCE
    • Provides a foundation that will help the NEOs understand and think critically about the organizational, political and constitutional environment of public service.
    • PART 1: PRIMING THE NEOs
      1. Orientation of the Newly Elected Officials: Governor, City Mayor, Municipal Mayors
      2. Establishing the harmonious relations in local governance
    • PART 2: Usher LGU to Action: Introduction to Local Government
      1. Local Economic Development, Financing Local Development, Building a Resilient Local Economy, Disaster Risk Reduction and Management in the Public Sector, Health Governance, Education Governance, Gender and Development, Nutrition Governance

 

 

 

  1. COMPONENT 3: CREATING THE ROADMAP FOR LGU DEVELOPMENT
    • Aims to immerse local officials on the challenges confronted by their communities in terms of governance, climate change and resiliency, economic development and social protection.
    • LGU Strategic Direction Setting and Planning
    • Executive Briefing for the LCEs on the required LGU plans, Coaching on the development updating / enhancement of local plans, Provincial Alliance Building, Development Partners Forum

 

  1. COMPONENT 4: ENHANCING THE COMPETENCE OF LGU OFFICIALS AND STAFF
    • Aims to enhance the leadership competencies and management systems of LGUs to reinvigorate local governance.
    • PART 1: Competency Enhancement for Local Officials
      1. Mold the NEOs, Ethical Leadership, Adaptive Leadership
      2. Webinar Executive Sessions

       Benchmarking: Replication Activities

            • PART 2: Academic and Professional Development Courses

  1. COMPONENT 5: PERFORMANCE BASED INCENTIVATION
    • Aims to provide a system and strategy for assisting LGUs in improving their performance, for them  to be eligible for the SGLG and other incentives and awards.
    • Coaching Assistance on the documentation for compliance to the SGLG etc.
