SUPPORT FOR THE LOCAL GOVERNANCE PROGRAM PLANS, PROGRAMS AND ACTIVITIES

 

  1. Enhancing Effectiveness of CSOs in Local Development: A Capacity Development Program for CSOs in Local Special Bodies (LSBs)

       Article 62, Rule XIII of the Implementing Rules and Regulations of the Local Government Code (R.A. 7160) mandates the establishment and operations of CSOs in LGUs to

       involve them and make them active partners in the planning and implementation of programs and projects of the government.

 

          • Since the passage of the Local Government Code and the several CSO engagement policies provided, the effective participation of CSOs in LSBs still remain a challenge. The CSOs expressed the need for a CapDev program to cultivate their knowledge and skills.
          • This program intends address the gap by making CSOs understand and define thier roles, responsibilities, and accountabilities as members of the LSBs. It also aims to capacitate the CSOs in the effective peformance of their functions as members of the LSBs. This will give the CSOs a sense of ownership, responsibility, pride, and commitment, eventually levelling the playing field for CSO participation in decision-making as a means of empowerment.

            3. Implementation of capacity development program and activities for CSO Desk Officers and Local People’s Councils

Capacity Building for the Establishment of CSO Desks and Institutionalization of Local People’s Council

      • The DILG issued Memorandum Circular 2021-054 on the Establishment of Civil Society Organization (CSO) Desk and Institutionalization of People’s Council (LPC) in the Local Government Units.
      • CSO Desks are responsible for handling and providing support for any CSO-related concerns in their respective LGUs while the LPCs are networks of CSOs, Poeple’s Organizations, and other Non-Governmental Oragnizations that form to unify the efforts and resouces of CSOs, facilitate exchange of information, and serve as a lobbying organization on behalf of their members and the civil society in general.
      • The memorandum aims to drive the increase of CSO participation in government processess and emphasizes the importance of active CSO participation in the pursuit of participatory and responsive governance.

Dagyaw Open Government Town Hall Meetings

      • The Dagyaw: Town Hall Meetings aims to build mutual trust between the government and the Filipino people by providing an open, neutral, and protected space for dialogue on key national and local issues. The outputs from these dialogues shall serve as key references of government in public decision-making and in shaping and updating government policies that can lead to better public sector performance and service delivery.
      • Areas of Engagement:
        1. Formulation of townhall meeting agenda in the Regions
        2. Feedbacking on government programs and projects
        3. Participation during the townhall meeting
        4. Pushing for various advocacies

Participatory Governance Metrics (PGM)

    • The Participatory Governance Metrics (PGM) is a diagnostic tool to identify strengths and areas of improvement in the participatory quality of government programs and projects. It diagnoses the quality of participation in three dimensions: the participatory space, the engagement processes, and the outcomes from the participatory approaches. Pursuant to the Philippine Development Plan (PDP) Chapter 14, the PGM shall be deployed at the regional level to assess the quality of participation in the Local Special Bodies (LSBs), particularly the Local Development Council (LDC)
    • Areas of Engagement:
      1. Co-create in the development of Monitoring Framework and Tools
      2. Engagement to a government program as service provider, through RA 9184

Support to Philippine Open Government Partnership (PH-OGP)

      • As the chair of the Participatory Governance Cluster (PGC) of the Cabinet, and in line with the cluster’s mandate of enhancing citizen participation in governance, the Department, has been a staunch advocate of the Philippine Open Government Partnership (PH-OGP). In doing so, the PH-OGP Secretariat developed the PH-OGP Participation and co-creation Framework and have been approved via PF-OGP Resolution No. 2, series of 2022, to support the development activities for the 6th PH-OGP National Action Plan (NAP).
      • Areas of Engagement:
          • Membership to the Steering Committee for the formulation of national and local open government initiatives
          • Co-holder of commitments in the national action plan, and plays as partner in its implementation
